It sure is! Since it targets end-users, it should have most of the features we have in physical devices and should run just like one, you can think of WSA as if your pc were an Android device. Missing features are the biggest limitation right now, with Google Services completely missing, which basically kills any app with any Google API implemented, the community has found a solution for this one tough, it isn’t the easiest solution ever, but at least you only have to do it once, you can check it out in the link below. WSA currently only supports Android 11, I am not sure if Microsoft plans to have its own version of Android and update it over time or if they will allow other versions to be added in the Store (just like how WSL works), I personally prefer to have multiple versions to choose from, but I am not sure if that is possible due to the amount of work it will take to optimize and maintain those versions. Windows Subsystem for Android is in its first preview, so, bugs, issues and missing features are expected, for a first preview tough, it is pretty solid, until now I only got one crash when I tried to use Bluetooth, which is not yet supported, Performance is a little rough around the edges, resizing the window takes a couple of seconds to adjust properly and don’t expect to be running demanding games on it yet, it is good enough for the vast majority of apps, but need to be optimized for more demanding ones.
